Abstract

An auction house at the place of origin is the endpoint of the production stage of fishery products and the starting point of the distribution stage. It plays a key role in the distribution of fishery products as large quantities of the product are collected here, and it is where the price is determined. The primary sanitation management in the auction house may affect the freshness and quality of the products for subsequent distribution and processing. Nevertheless, this aspect is mostly neglected. In addition, the current laws are ineffective as the announced sanitation management standards are not presented in a specific and obvious manner, and thus, they are rarely utilized in the field. Therefore, this study aims to develop a hazard analysis and critical control points model for an auction house at the place of origin, which is a food safety management system with considerable recognition and reliability, to ensure that high-quality and safe fishery products are supplied to the consumer.

Ⅰ. 서 론

수산물 산지위판장이란 수산업협동조합(수협)과 같은 생산자단체와 생산자가 수산물을 도매하기 위하여 개설한 시설을 말하며(Kang, 2017), 연안에 위치하여 포획‧채취 또는 양식한 수산물의 적정 가격을 형성하고 그 수산물을 소비지로 분산시키는 역할을 하여 생산과 유통을 연계한다(MIFAFF, 2008).

국내에서 생산된 수산물은 산지에서의 출하 방식에 따라 크게 두 가지 형태로 유통되는데 생산된 수산물이 산지위판장에서 수협 유통체계를 통해 출하되는 계통 출하와 그 외의 방식으로 출하되는 비 계통 출하가 그 두 가지이다. 2019년 어업생산동향조사 결과에 의하면 최근 5년간(2015∼2019년) 어업별 평균 계통 출하율은 일반해면(연근해) 어업과 천해양식 어업이 각각 84.7%, 33.1%이며 원양 어업과 내수면 어업으로 생산된 수산물은 전량 비 계통 출하되어 수산업 전체 생산량의 42.1%가 산지위판장을 통해 출하되어 유통되고 있는 것을 알 수 있다(Statistics Korea, 2020).

수산물은 변질, 부패하기 쉽고(Jang et al., 2010), 종류가 다양하여 어종에 따라 상이한 유통 경로 및 특성을 가지며 그 경로가 매우 복잡하다(Sohn et al., 2001; MIFAFF, 2008; Kim and Lee, 2010). 따라서 수산물 생산단계의 종점이자 유통단계의 기점이 되는 분기점으로서 대량의 수산물이 집하 및 분산되는 수산물 산지위판장의 초기 위생관리가 그 이후의 유통 및 가공 과정에서도 수산물의 신선도와 품질관리에 영향을 미칠 수 있다. 실제로 선도가 좋지 않은 수산물을 원료로 하여 가공품을 만들 경우 부패취 또는 히스타민과 같은 유해물질의 생성이 증가하는 등 수산물 원료의 선도관리가 그 가공품의 품질 및 위생 안전성에 영향을 미친다고 보고되었다(Ryu, 2012; Cho et al., 2015).

국내 산지위판장 위생관리에 관한 연구는 산지 수산물시장 실태조사 및 활성화방안 연구(MIFAFF, 2008), 수산물의 어획후처리 실태와 개선방안에 관한 연구(KMI, 2010), 청정어항 도입을 위한 정책방향(KMI, 2015), 수산물 위공판장에서의 식품안전 위해 요소 모니터링 및 안전관리 선진화를 위한 기반연구(NIFDSE, 2017) 등으로, 산지위판장 위생관리의 문제점과 필요성이 보고되었으나 Hazard Analysis Critical Control Point (HACCP, 식품안전관리인증기준) 시스템을 산지위판장에 적용한 사례는 드물다.

HACCP는 식품의 원료, 제조, 가공, 조리, 유통의 모든 단계에서 발생할 수 있는 위해 요소를 분석(Hazard Analysis, HA)하고, 이를 예방, 제거 또는 허용수준 이하로 감소시킬 수 있는 공정을 중요관리점(Critical Control Point, CCP)으로 지정하여 체계적으로 관리하는 사전 예방적 식품안전관리 시스템이다. 일반 국민 2,000명을 대상으로 HACCP 인지도에 대해 조사한 결과 약 40%가 HACCP에 대해 정확하게 인지하고 있는 것으로 나타났으며 HACCP 표시에 구매영향을 받는 소비자의 대부분이 HACCP 인증 제품의 안전에 대한 신뢰도가 높은 것으로 조사되었다(MFDS, 2014). 또한, HACCP의 적용 확대는 추진되고 있는 10가지 식품안전정책 중 최상위 정책으로 선정된 바도 있다(KHPI, 2017). 하지만, 이러한 HACCP의 수산물에 대한 적용대상으로는 육상양식장과 수산물 가공식품 중 어묵, 어육소시지, 냉동 어류, 연체류, 조미가공품 뿐이며 식품 및 축산물과는 달리 양식장의 경우 의무 적용대상이 아니다.

산지위판장의 위생에 관한 현행법으로는 「수산물 유통의 관리 및 지원에 관한 법률」이 있다. 해당 법률의 제13조의 3에 따르면 ‘해양수산부 장관은 수산물의 위생관리를 통한 안전한 먹거리 확보를 위하여 산지위판장 위생관리 기준을 고시’하고, 동법 제26조에는 ‘위판장 시설의 정비‧개선과 위생적인 관리, 수산물 선도 유지의 촉진 등의 의무를 이행하지 않았을 때 위판장 개설허가 취소 또는 폐쇄 등의 조치를 할 수 있다’라고 명시되어 있다. 하지만 법의 실효성이 적으며 고시된 위생관리 기준은 현장에서 인지도가 매우 낮고, 구체적이고 명확한 기준으로 제시하고 있지 않아 현장 활용도가 낮은 실정으로 이에 대한 대책 마련이 시급하다. 관계 부처에서는 수산물 유통발전 기본계획(`18∼`22)에 따라 `20년도 시행계획에서는 위판장 60개소를 전 과정에 저온 관리 및 위생·안전체계를 갖춘 HACCP 수준의 위판장을 구축하고 HACCP 인증제 도입을 추진한다고 밝힌 바 있다.

이에 본 연구에서는 산지위판장에 적합한 HACCP 모델 개발을 통해 수산물의 위생품질관리를 강화하여 우리 수산물의 안전성을 확보하고 경쟁력을 제고할 수 있는 방안을 마련하고자 하였다. 또한, 관계 부처의 추진계획과 상응하여 본 연구가 산지위판장에서의 수산물 안전관리 체계 구축을 위한 기초자료로 활용될 수 있는 HACCP 모델을 개발하고자 하였다.


Ⅱ. 본 론
1. HACCP 팀의 구성

HACCP 팀을 구성하는 것은 HACCP plan을 세우는 데 중요한 단계로 HACCP 팀은 각 위판 과정에 대하여 전문성과 경험을 가지고 위판장의 일상작업(Daily operations)에 직접 관여하는 구성원으로 구성한다(National Seafood HACCP Alliance; SHA, 2017). 팀 구성원으로는 위판 관리, 품질‧위생관리, 시설‧자재관리, 기술 지원, 물류 관리 등의 직원을 포함 시킬 수 있다. HACCP 팀은 HACCP plan과 SCPs(Sanitation Control Procedures)를 개발 및 작성하고 HACCP 시스템을 검증 및 구현해야 한다. 그 외에도 위판장의 일상적 운영 계획의 이행 여부를 관리하며 여기에는 해당 인력이 필요한 업무를 처리하도록 적절한 교육을 받도록 하는 것도 포함된다. 팀 구성원은 수산물 안전 위해 요소와 HACCP 원칙에 대해 충분히 인지하고 있어야 하며 내부적으로 해결할 수 없는 문제가 발생하였을 때는 외부 전문가에게 협력을 받을 필요가 있다(SHA, 2017).

2. 수산물 설명서 작성

HACCP 팀은 위판되는 수산물에 대하여 설명서를 작성해야 한다. 수산물 설명서에는 수산물의 종류, 어획 장소, 입고 방법, 진열 및 보관 방법, 출하 방법, 소비 방법(예를 들면, 추가 조리 없이, 가열 후, 조리 후 소비 등) 그리고 예정된 소비자(예를 들면, 일반 대중 또는 고위험군) 등에 대한 내용을 기술한다(<Table 1>). 수산물에 대한 상세한 설명을 작성하는 데에는 번거로움이 있을 수 있지만, 이는 정확한 위해 요소 분석을 위해 필요하다(SHA, 2017).

3. 순서도 작성 및 작업 과정 기술

순서도(Flow chart)는 HACCP 팀이 작업 과정(Process)을 확인하고 설명하는 데 사용할 수 있는 중요한 시각적인 도구로(SHA, 2017), 위판 과정 순서도를 작성할 때는 위판장의 제어 범위에 있는 전 과정을 포함해야 한다. 위해 요소 분석을 위해서는 위판 과정의 정확성이 중요하므로 순서도에 나타난 과정은 반드시 실제 위판장에서 확인되어야 하는데, 이는 만약 하나의 과정이 누락 되었을 경우 해당 과정에서의 안전 위해 요소를 놓칠 수 있기 때문이다. 따라서 HACCP 팀은 현장을 직접 살펴보고 순서도에 필요한 변화를 반영해야 한다(SHA, 2017). 본 연구에서는 현지 조사한 강원지역 산지위판장 세 곳의 위판 과정을 종합하여 어선이 물양장에 정박하는 접안 과정 이후의 양륙(Landing) 과정부터 선별(Sorting), 진열 및 경매(Display/Auction), 포장(Packing), 운반(Transport), 상차 및 출하(Loading/Shipping) 과정까지를 순서도에 나타내었다([Fig. 1]).

작업 과정에 대한 기술(Process description)은 각 과정에서 어떤 작업이 어떻게 이루어지는지 설명하는 유용한 도구로서 정확한 위해 요소 분석 및 HACCP plan 개발을 위한 참조 자료로 사용할 수 있으며 작업자 및 심사 기관과의 소통을 용이하게 한다(SHA, 2017). 따라서 위판 과정에 대한 기술에서는 작성된 위판 과정 순서도에 근거하여 과정별 작업 방법 및 조건에 대한 세부 사항을 작성하였다(<Table 2>).

Landing ◆ At the landing site (wharf), the catch (fishery products) are landed using the vessel’s gear, quay mounted fixed/mobile cranes, fish pumps, etc. They are also landed by manual handling using a landing net or container.
◆ Fishery products must be unloaded quickly and carefully from the vessel.
◆ Fishery products should be unloaded onto a clean raised platform or into clean plastic containers, live fish holding tanks, etc.
◆ Fishery products should never be allowed to come into contact with the ground and should not come into contact with unhygienic surfaces and materials.
Sorting ◆ Fresh/frozen fish: Unloaded fishery products are put into a fish grader or sorted by hand according to species, size, weight, condition, etc., and then they are stored in a container which can be easily cleaned.
  - Fishery products should be chilled to a temperature of around 0 °C at a 1:1 ice to fishery product ratio using good quality ice.
  - When icing, place a layer of ice on the bottom of the container and then place the fishery products on top of the ice. Next, cover the layer of fishery products with another layer of ice. Repeat for each layer of fishery products and ice.
  - The containers should be insulated and provided with a cover. The containers should also have a drainage hole on the bottom to allow draining of melted ice and blood.
◆ Live fish: Unloaded fishery products are sorted using tools like landing nets or trays, then stored in live fish holding tanks or containers.
Live fish holding tanks should be designed, constructed, and maintained such that the water quality will not cause fishery product contamination.
  - Live fish holding tanks should have a filtration system removing particulate waste from the water, a pumping system maintaining water circulation to keep the water continually aerated, and a temperature control system.
  - Water for live fish holding tanks must meet certain standards*.
  - Water drawn directly from the ocean must be disinfected using disinfection devices such as ozone or UV systems.
  - Bivalves that share the water system with other fish species should be placed in a separate tank closest to the water supply source and receive the cleanest water; they should not be mixed in the same tank with other fish species (crustaceans, finfish).
Display/
Auction
◆ Sorted fishery products are displayed on raised platforms or pallets on the auction hall for sale. The auctioneer and the prospective buyers should check the types and quantities of arranged fishery products before the auction.
◆ Prospective buyers make a bid for fishery products during an auction.
◆ To maintain the freshness of fishery products, everything is done at a rapid pace. Furthermore, since a cold environment keeps fish quality high, if possible, operations should be executed in chilled or refrigerated areas.
◆ Storage temperature
  - Live fish: optimal temperature range in which fish and shellfish will remain alive and healthy.
  - Fresh fish: around 0 °C.
  - Frozen fish: -18 °C or below.
Packing** ◆ Fishery products are packed in boxes with ice or chemical coolant (gel packs) for transport. The boxes should be insulated and provided with a cover.
  - Use at least 1 kg of ice to preserve 1 kg of fishery products (1:1 ratio).
  - Ice and fishery products should be placed in layers in the box.
Transport ◆ Fishery products auctioned (or packed) are transferred to buyers either manually or using electric forklifts, conveyor belts, or small trolleys.
◆ Ideally, the wholesale fish market will provide a chill room for storage of fishery products that cannot be transferred immediately to the vehicle. An alternative is to store the fish, with ice, in an insulated container that is kept in a secure accommodation.
Loading/
Shipping
◆ Buyers load their live fish into a live-fish car and pile their fresh/frozen fish packed into a refrigerated vehicle with the help of a conveyor belt or forklift, and then transport fishery products to wholesalers, retailers, or processors.

4. 위해 요소 분석

HACCP plan을 개발하기 위한 첫 번째 단계로 수산물 및 작업 과정과 관련된 모든 주요 위해 요소와 그 제어 방법을 파악하여야 하는데, 이러한 절차를 위해 요소 분석(Hazard Analysis, HA)이라고 한다. 위해 요소란 제어 방법이 부재할 시 질병이나 부상을 일으킬 가능성이 있는 생물학적, 화학적, 물리적 요인으로, 모든 잠재적 위해 요소가 주요한 것은 아니며 주요 위해 요소는 발생 가능성이 높고 제어되지 않으면 소비자에게 건강 위해를 나타내는 것으로서 제어 방법이 반드시 파악되어야 한다(SHA, 2017).

본 연구에서는 위해 요소 분석을 위해 Fish and Fishery Products Hazards and Controls Guidance (Food and Drug Administration; FDA, 2019)를 활용하였다. 그 방법으로 수산물을 선어, 활어, 패류 3종류로 나누고 수산물 종류별로 Hazard analysis worksheet에 (1) 위판 과정 순서도에 나타난 전 위판 과정을 나열하고 (2) 각각의 위판 과정에서 수산물 및 그 과정과 관계된 잠재적 위해 요소를 나열하였다. 그다음 (3) 도출한 잠재적 위해 요소가 해당 과정에서 주요 위해 요소인지 평가하여 그 결과(Yes 또는 No)를 기록하였다. (4) 평가 결과, 도출한 위해 요소가 주요 위해 요소일 경우(Yes인 경우) 그에 대한 이유를 설명하였으며, (5) 주요 위해 요소로 확인된 위해 요소에 대한 제어 방법을 기록하였다.

가. 선어 위판 과정 위해 요소 분석

선어 위판 과정의 위해 요소 분석 결과는 <Table 3>과 같다. 선어 위판 과정의 양륙 단계에서는 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장과 히스타민 생성이, 상차 및 출하 단계에서는 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가되었으며 그 이유와 해당 위해 요소의 제어 방법은 다음과 같다.

수산물은 생산해역으로부터의 오염과 어획 또는 운송 중 좋지 못한 위생 관행으로 인해 병원균에 오염될 수 있고 이 중 특정 병원균은 시간 및 온도 관리가 부실한 수산물 원물에서 잘 증식한다. 이를 제어하기 위한 기본적인 방법은 병원균 성장에 적합하지 않은 온도에서 수산물을 보관하는 것이다. 또한, 상당 수준의 히스타민이 생성될 가능성이 높은 특정 어류 종에 대한 시간 및 온도 관리의 부실(Time and temperature abuse)의 결과로써, 한번 생성된 히스타민은 가열 또는 냉동에 의해 제거될 수 없다. 이를 제어하기 위한 가장 중요한 방법은 히스타민 생성 어류의 사후 신속한 냉장이다. 따라서 수산물 어획 후 선상에서의 적절한 관리가 이루어지지 않는다면 양륙 단계 수산물에서 안전하지 않은 수준의 병원균 성장과 히스타민 생성을 초래할 수 있으므로 양륙 단계에서 병원균 성장과 히스타민 생성이 주요 위해 요소로 평가되었으며 그 제어를 위해 어선에서의 관리가 이루어져야 한다.

또한, 수산물의 시간 및 온도 관리의 부실로 인한 병원균 성장을 제어하기 위한 기본적인 방법은 수산물이 병원균 성장에 유리한 온도에 노출되는 시간을 관리하는 것이다. 단일 단계에서의 시간 및 온도 관리 부실이 안전하지 않은 수산물을 초래하지 않지만, 연속된 과정에서 발생한 시간 및 온도 관리 부실은 안전하지 않은 수준의 병원균 성장을 초래하기에 충분하다. 이러한 이유로, 전체 위판 과정 동안의 시간 및 온도 관리 부실의 누적 영향을 고려해야 하며, 따라서 위판 과정의 마지막 단계인 상차 및 출하 단계에서 병원균 성장이 주요 위해 요소로 평가되었고 그 제어를 위해 병원균 성장에 유리한 온도에서 수산물이 노출되는 시간에 대한 관리가 이루어져야 한다.

나. 활어 위판 과정 위해 요소 분석

활어 위판 과정의 위해 요소 분석 결과는 <Appendix 1>과 같다. 활어 위판 과정에서는 선별 단계와 상차 및 출하 단계에서 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가되었으며 그 이유와 해당 위해 요소의 제어 방법은 다음과 같다.

선별 단계에서는 활어 보관을 위해 해수를 끌어서 사용하는데 해수에는 병원균이 존재할 수 있고 수산물을 그 해수가 담긴 수조에 보관하면 그로 인해 수산물이 병원균에 오염될 수 있다. 따라서 수산물 보관 수조의 수질 관리가 이루어지지 않는다면, 선별 단계에서 병원균이 성장하기 시작하여 이후 안전하지 않은 수준에 이를 수 있으므로 선별 단계에서 병원균 성장이 주요 위해 요소로 평가되었고 그 제어를 위해 사용하는 해수에 대한 수질 관리가 이루어져야 한다.

상차 및 출하 단계에서 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가된 이유와 해당 위해 요소의 제어 방법은 선어 위판 과정의 위해 요소 분석 결과 중 상차 및 출하 단계의 내용과 같다.

다. 패류 위판 과정 위해 요소 분석

패류 위판 과정의 위해 요소 분석 결과는 <Appendix 2>와 같다. 패류 위판 과정의 양륙 단계에서는 생산해역 유래 병원균과 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이, 상차 및 출하 단계에서는 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가되었으며 그 이유와 해당 위해 요소의 제어 방법은 다음과 같다.

Escherichia coli와 같은 세균과 norovirus와 같은 바이러스 등의 생산해역 유래 병원균은 특히 패류와 관계가 있는데, 패류는 병원균을 포함할 수 있는 하수와 병원균일 수도 있는 자연 발생 세균에 의하여 오염될 수 있으며, 해수에 존재할 수 있는 병원균을 여과, 농축한다. 따라서 일반적인 상황에서 생산해역 유래 병원균이 양륙 단계에서 안전하지 않은 수준으로 유입될 수 있기에 주요 위해 요소로써 평가되었으며 그 제어를 위해서는 패류 생산해역에 대한 관리가 이루어져야 한다.

양륙 단계에서 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가된 이유와 해당 위해 요소의 제어 방법은 선어 위판 과정의 위해 요소 분석 결과 중 양륙 단계의 내용과 같다.

상차 및 출하 단계에서 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 평가된 이유와 해당 위해 요소의 제어 방법은 선어 위판 과정의 위해 요소 분석 결과 중 상차 및 출하 단계의 내용과 같다.

이상의 위해 요소 분석 결과 중 병원균으로 V. vulnificus, V. parahaemolyticus, V. cholerae, 그리고 L. monocytogenes가 도출된 이유는 다음과 같다. 특정 병원균은 특정 식품과 관련이 있으며 오염원으로부터 유입되지 않는 한 다른 식품에 존재한다고 가정하지 않는다. 그 예로 V. vulnificus, V. parahaemolyticus, V. cholerae non-O1/non-O139는 일반적으로 해양 및 기수 어종과 관계가 있고 담수 어종 또는 비 수산물과는 관계가 없다. 무엇보다도 V. vulnificus, V. parahaemolyticus, V. cholerae, 그리고 L. monocytogenes는 시간 및 온도 관리가 부실한 수산물 원물에서 잘 자라는 병원균으로 다른 병원균들은 염장과 같은 가공을 통해 수산물 원물의 자연적 상태가 변해야 자랄 수 있기 때문이다(FDA, 2019).

5. 중요 관리점 결정

위해 요소 분석을 통해 파악된 주요 위해 요소에 대하여 예방, 제거 또는 허용 가능한 수준으로 감소시킬 수 있는 과정을 중요 관리점(Critical Control Point, CCP)이라 하며 어느 특정 과정에서 적용될 수 있는 제어 방법이 없는 경우에 그 과정은 CCP가 될 수 없다(SHA, 2017). CCP decision tree [Fig. 2]는 전체 과정 중 어떤 과정이 중요 관리점이 될 수 있는지를 결정하는 데 도움을 주는 도구로 일련의 질문으로 구성되어 있으며 CCP decision tree를 따라 결정된 선어, 활어, 패류 위판 과정의 CCP는 <Table 4>와 같다. 결정된 CCP는 Hazard analysis worksheet <Table 3, Appendix 1~2> (6)에 표기하였으며 선어 위판 과정에서는 양륙 단계(CCP F-1)와 상차 및 출하 단계(CCP F-2)를, 활어 위판 과정에서는 선별 단계(CCP L-1)와 상차 및 출하 단계(CCP L-2)를, 그리고 패류 위판 과정에서는 양륙 단계(CCP M-1)와 상차 및 출하 단계(CCP M-2)를 CCP로 결정하였다.

6. 한계 기준 설정

한계 기준은 CCP에서 관리되어야 할 생물학적, 화학적 또는 물리적 위해 요소를 예방, 제거 또는 허용 가능한 안전한 수준까지 감소시킬 수 있는 최대치 또는 최소치를 의미한다(MFDS, 2017). 한계 기준 설정은 위해 요소 제어를 위해 필요한 과학적 또는 산업적 경험에 근거하여야 하며(SHA, 2017), 본 연구에서는 한계 기준 설정을 위하여 Fish and Fishery Products Hazards and Controls Guidance (FDA, 2019)를 활용하였다.

선어 위판 과정의 CCP F-1, 양륙 단계에서는 병원균 성장과 히스타민 생성 제어를 위해 한계 기준을 수산물이 어선에서 양질의 얼음과 1:1 비율로 0℃ 내외의 온도로 냉장되게 하며, 양륙 된 모든 수산물에는 어획량과 사용된 얼음의 양을 보여주는 어선 기록이 첨부되어야 하는 것으로 설정하였다. CCP F-2, 상차 및 출하 단계에서는 병원균 성장 제어를 위해 한계 기준을 수산물 양륙 시의 기온이 27°C 이상일 경우 상차 및 출하 단계까지의 작업 시간을 1시간으로 제한해야 하며 27°C 미만일 경우 2시간으로 제한하는 것으로 설정하였다(<Table 5>).

활어 위판 과정의 CCP L-1, 선별 단계에서는 병원균 성장 제어를 위해 한계 기준을 활어 보관 수조의 해수가 살균장치를 이용하여 살균되어야 하는 것으로 설정하였으며, CCP L-2, 상차 및 출하 단계에서 병원균 성장 제어를 위한 한계 기준은 CCP F-2의 한계 기준과 같다(<Appendix 3>).

패류 위판 과정의 CCP M-1, 양륙 단계에서는 생산해역 유래 병원균의 제어를 위한 첫 번째 한계 기준은 패류가 허가받은 생산자로부터 양륙 되고, 날짜, 어획 장소, 수산물의 종류와 양, 선박의 이름 또는 등록번호가 적힌 태그가 양륙 된 패류에 부착되어야 하는 것으로, 두 번째 한계 기준은 패류가 관리 당국에 의해 허가된 해역에서 채취되어야 하는 것으로 설정하였다. 또한, 양륙 단계에서 병원균 성장 제어를 위한 한계 기준은 CCP F-1의 한계 기준과 같다. CCP M-2, 상차 및 출하 단계에서는 병원균 성장 제어를 위한 한계 기준은 CCP F-2의 한계 기준과 같다(<Appendix 4>).

이상의 한계 기준 중 상차 및 출하 단계에서 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, 그리고 L. monocytogenes) 성장 제어를 위한 한계 기준 설정을 위해 Fish and Fishery Products Hazards and Controls Guidance (FDA, 2019)의 병원균 성장 제어를 위한 시간 및 온도 지침을 참고하였다. 지침에 따르면 V. vulnificus, V. parahaemolyticus, V. cholerae의 경우 22-27°C 온도 범위에서 최대 누적 노출 시간을 2시간으로 제한하고 있으며 27°C 이상에서는 1시간으로 제한하고 있다. 또한, L. monocytogenes의 경우 22-30°C 온도 범위에서 최대 누적 노출 시간을 3시간으로 제한하고 있으며 30°C 이상에서는 1시간으로 제한하고 있다. 따라서 4종의 병원균 성장 제어를 위해 수산물 양륙 시의 기온이 27°C 이상일 경우 상차 및 출하 단계까지의 작업 시간을 1시간으로, 27°C 미만일 경우 2시간으로 제한하는 것을 한계 기준으로 설정하였다.

7. 모니터링, 개선 조치, 검증 및 기록 절차 수립

모니터링은 CCP가 위해 요소를 제어하고 있는지 그 여부를 평가하고 한계 기준에 충족되었음을 입증하는 정확한 기록을 작성하기 위한 일련의 계획된 관측 또는 측정이다(SHA, 2017). 모니터링 체계를 확립하여 시행하게 되면 첫째, 작업 과정에서 발생되는 위해 요소의 추적이 용이하며, 둘째, 작업 과정 중 CCP에서 발생한 한계 기준 이탈(Deviation) 시점을 확인할 수 있으며, 셋째, 문서화 된 기록을 제공하여 검증 및 식품 사고 발생 시 증빙자료로 활용할 수 있다(MFDS, 2017). 효과적인 모니터링을 위해서는 무엇을, 어떻게, 얼마나 자주, 누가 모니터링을 하는지 명시되어야 한다. 다시 말해, 모니터링은 CCP가 한계 기준 내에서 운영되고 있는지를, 정확하게 실시간으로 양적 한계 기준(시간, 온도, pH 등)은 측정하고 질적 한계 기준(시각적 확인 등)은 관찰하여, 한계 기준에 충족 여부를 보장할 만큼 충분한 빈도로, 모니터링 활동 및 모니터링 장치를 운영하기 위해 훈련된 사람이 수행해야 한다(SHA, 2017).

선어 위판 과정의 CCP F-1, 양륙 단계에서는 병원균 성장과 히스타민 생성 제어를 위해 양륙 담당자가 수산물의 양륙 시마다 수산물 보관에 사용된 얼음의 적정성과 어획량과 얼음의 양을 보여주는 어선 기록을 검토하도록 모니터링 절차를 설정하였다. CCP F-2, 상차 및 출하 단계에서는 병원균 성장 제어를 위해 상차 및 출하 담당자가 수산물의 상차·출하 시마다 수산물 하역 당시의 기온과 시간을 양륙 기록을 통해 시각적으로 확인하고, 양륙 단계부터 해당 단계까지 소요된 시간을 디지털 시계를 사용해 측정하도록 모니터링 절차를 설정하였다(<Table 5>).

활어 위판 과정의 CCP L-1, 선별 단계에서는 병원균 성장 제어를 위해 선별 담당자가 매일 작업 시작 시 소독 장치의 정상 작동 상태를 나타내는 기록과 병원균 살균에 대해 외부 품질보증 감사 하에 소독 장치를 운용하였음을 나타내는 증명서의 존재를 시각적으로 확인하도록 모니터링 절차를 설정하였다. CCP L-2, 상차 및 출하 단계에서 병원균 성장 제어를 위한 모니터링 절차는 CCP F-2의 모니터링 절차와 같다(<Appendix 3>).

패류 위판 과정의 CCP M-1, 양륙 단계에서는 생산해역 유래 병원균의 제어를 위해 양륙 담당자가 수산물의 양륙 시마다 생산자의 허가증, 태그에 있는 정보 그리고 양륙 된 패류의 생산해역이 패류 관리 당국에 의해 채취가 허가된 해역인지에 대한 정보의 시각적 확인 및 패류 관리 당국에 문의하도록 모니터링 절차를 설정하였다. 병원균 성장 제어를 위한 모니터링 절차는 CCP F-1의 모니터링 절차와 같다. CCP M-2, 상차 및 출하 단계에서 병원균 성장 제어를 위한 모니터링 절차는 CCP F-2의 모니터링 절차와 같다(<Appendix 4>).

개선조치는 CCP가 한계 기준을 이탈하였을 때 취해지는 일련의 조치를 말하며 (MFDS, 2017), HACCP 시스템은 한계 기준 이탈 시 신속하게 확인되고 개선되도록 설계해야 한다(SHA, 2017). 사전에 수립한 개선조치는 한계 기준 이탈 시 취해야 할 지침을 제공하는데 이는 문제를 즉시 해결하는 것을 가능하게 한다(SHA, 2017). 개선조치는 반드시 문서화 되어야 하며, 개선조치에 대한 책임은 위판장 운영, 수산물, HACCP plan 및 의사결정 권한에 대해 완전한 이해를 하고 있는 1명 또는 그 이상의 개인에게 부여되어야 한다(SHA, 2017).

CCP F-1에서 병원균 성장과 히스타민 생성 제어에 대한 한계 기준 이탈 시, 양륙 할 때 수산물의 내부 온도가 4°C 이하인 경우 수산물에 얼음을 추가하거나 수산물을 재 빙장하고, 4°C를 초과하는 경우 수산물을 거부하고 어획 및 어선에서의 관행이 변경되었다는 증거를 얻기까지 해당 생산자의 수산물 양륙을 중단한다. CCP F-2에서 병원균 성장 제어에 대한 한계 기준 이탈 시, 가열하여 먹는 수산물로 용도 전환(즉, 날것으로 먹는 생선을 안전한 소비를 위해 조리하여 먹도록 함), 비식품 용도로 전환 또는 폐기하도록 한다(<Table 5>).

CCP L-1에서 병원균 성장 제어에 대한 한계 기준 이탈 시, 위판을 중지하고, 오작동하는 소독 장치를 조정 및 수리하며, 소독 장치가 정상적으로 작동할 때까지 물 사용을 중단한다. 소독 장치가 계속 오작동할 경우 가열하여 먹는 수산물로 용도 전환(즉, 날것으로 먹는 생선을 안전한 소비를 위해 조리하여 먹도록 함), 비식품 용도로 전환 또는 폐기하도록 한다. CCP L-2에서 병원균 성장 제어에 대한 한계 기준 이탈 시에는 CCP F-2와 같은 개선조치를 취한다(<Appendix 3>).

CCP M-1에서 생산해역 유래 병원균의 제어에 대한 한계 기준 이탈 시, 해당 수산물을 거부하고 생산자가 허가증을 확보하고 태그 작업과 채취 관행이 변경되었다는 증거를 얻기까지 해당 생산자의 수산물 양륙을 중단한다. 병원균 성장 제어에 대한 한계 기준 이탈 시에는 CCP F-1과 같은 개선조치를 취한다. CCP M-2에서 병원균 성장 제어에 대한 한계 기준 이탈 시에는 CCP F-2와 같은 개선조치를 취한다(Appendix 4).

검증 절차는 해당 HACCP plan이 확실한 과학적 원칙을 기반으로 하며 수산물 및 위판 과정과 관련된 위해 요소를 제어하기에 적합하고 그것이 준수되고 있다는 신뢰를 제공한다(SHA, 2017). 서면 기록은 HACCP plan에서 한계 기준이 충족되고 적절한 개선 조치 및 검증 절차가 수행되었음을 입증하는 문서를 제공한다(SHA, 2017). 정확한 기록 유지(Record-Keeping)는 성공적인 HACCP 시스템의 필수 요소로서 (SHA, 2017) HACCP plan, CCP 모니터링, 개선 조치, 검증 등에 대한 기록이 포함된다. 수산물 위판 과정 HACCP plan의 검증 절차 및 기록 유지방안은 <Table 5>, <Appendix 3~4>에 나타내었다.


Ⅲ. 결론 및 요약

본 연구에서는 HACCP 시스템을 수산물 산지위판장에 적용하여 그에 적합한 HACCP plan을 개발하였다. 산지위판장에서 위판 과정은 “양륙, 선별, 전시 및 경매, 포장, 이동, 상차 및 출하”의 순서이며 수산물을 선어, 활어, 패류 3종류로 나누어 수산물 종류별 각 위판 과정에 대해 위해 요소를 분석(Hazard Analysis, HA)하고 도출된 주요 위해 요소를 제어할 수 있는 과정을 중요관리점(Critical Control Point, CCP)으로 결정하였다. 결정된 각 CCP에 대하여 한계 기준을 설정하고 한계 기준에 대한 모니터링 절차, 한계 기준 이탈 시 개선조치, 검증 및 기록 방법을 제시하였다.

선어 위판 과정에서는 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장과 히스타민 생성이 주요 위해 요소로 도출되었다. 병원균 성장과 히스타민 생성 제어를 위해 CCP F-1(양륙 단계)에서 수산물이 어선에서 양질의 얼음과 1:1 비율로 0℃ 내외의 온도로 냉장되게 하며, 양륙 된 모든 수산물에는 어획량과 사용된 얼음의 양을 보여주는 어선 기록이 첨부되어야 함을 한계 기준으로 설정하였다. 또한, 병원균 성장 제어를 위해 CCP F-2(상차 및 출하 단계)에서는 수산물 양륙 시의 기온이 27°C 이상일 경우 상차 및 출하 단계까지의 작업 시간을 1시간으로 제한해야 하며 27°C 미만일 경우 2시간으로 제한되어야 함을 한계 기준으로 설정하였다.

활어 위판 과정에서는 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes)의 성장이 주요 위해 요소로 도출되었다. 주요 위해 요소 제어를 위해 CCP L-1(선별 단계)에서 활어 보관 수조의 해수가 살균장치를 이용하여 살균되어야 함을, CCP L-2(상차 및 출하 단계)에서는 수산물 양륙 시의 기온이 27°C 이상일 경우 상차 및 출하 단계까지의 작업 시간을 1시간으로 제한해야 하며 27°C 미만일 경우 2시간으로 제한되어야 함을 한계 기준으로 설정하였다.

패류 위판 과정에서는 생산해역 유래 병원균과 병원균(V. vulnificus, V. parahaemolyticus, V. cholerae, and L. monocytogenes) 성장이 주요 위해 요소로 도출되었다. 생산해역 유래 병원균의 제어를 위해 CCP M-1(양륙 단계)에서 패류가 허가받은 생산자로부터 양륙 되고, 날짜, 어획 장소, 수산물의 종류와 양, 선박의 이름 또는 등록 번호호가 적힌 태그가 양륙 된 패류에 부착되어야 하며, 패류가 관리 당국에 의해 허가된 해역에서 채취되어야 함을 한계 기준으로 설정하였다.

또한, 병원균 성장 제어를 위해 CCP M-1(양륙 단계)에서 수산물이 어선에서 양질의 얼음과 1:1 비율로 0℃ 내외의 온도로 냉장되게 하며, 양륙 된 모든 수산물에는 어획량과 사용된 얼음의 양을 보여주는 어선 기록이 첨부되어야 함을, CCP M-2(상차 및 출하 단계)에서는 수산물 양륙 시의 기온이 27°C 이상일 경우 상차 및 출하 단계까지의 작업 시간을 1시간으로 제한해야 하며 27°C 미만일 경우 2시간으로 제한되어야 함을 한계 기준으로 설정하였다.

산지위판장에 즉각적인 HACCP system 도입은 현실적으로 무리가 있지만, 산지위판장은 어획 후 수산물의 초기 신선도가 결정되는 곳으로서 그곳에서의 식품안전관리 체계를 구축한다면 수산물 품질에 가장 큰 영향을 미치는 신선도 향상을 통한 수산물의 가치 향상을 기대할 수 있고 수산물 안전에 대한 소비자 신뢰를 확보할 수 있다.

해양수산부의 ‘2020년 수산물 유통발전 시행계획’에 따르면 산지위판장의 위생 상태 개선을 위해 저온 관리 및 위생·안전 체계를 갖춘 HACCP 수준의 위판장 구축을 위한 ‘위판장 클린스타트 60’ 추진과 산지위판장의 위생품질관리 강화와 브랜드화로 경쟁력을 높이기 위한 ‘HACCP 인증제 도입’ 추진 계획을 수립하였다. 또한, 수산물 양륙에서 위판까지의 시간 단축과 선도관리를 위해 자동선별기를 지원하고, 소포장 등 수산물 소비 환경 변화 및 지역별·유통단계별로 상이한 어상자 규격의 표준화를 위해 ‘수산물 표준규격 개정‘ 추진 계획도 밝혔다. 상기 계획의 실현을 위해서는 산지위판장에서의 더욱 체계적인 위해 요소 분석 및 CCP 결정 등 구체적인 지침이 제시되어야 할 것이며, 따라서 본 논문에서 제시한 산지위판장 HACCP 모델은 이러한 정책에 발맞추어 우리나라 산지위판장에 HACCP 시스템 도입 정책의 기초 자료로 활용되어 수산물의 안전성 확보와 국내외 경쟁력 강화에 이바지할 것으로 사료된다.
